Event(?): Four of Swords
Surprisingly enough, when people rush to the dungeon this Full Moon, they will discover that there is no boss to be found. Just as it was in September, there is an alter arranged but instead of several golden cups, they will find four swords piercing the ground. Those that are familiar with the minor arcana may understand it as a tribute to the Four of Swords. There are no enemies to be found in the dungeon this eve. Instead, all of the monsters that normally would be there are roaming the streets in higher numbers.
Additionally, characters may notice changes to the phone's interface during this dark hour. Characters they have a deeper understanding of now have a strange bar with ten different sections under their names in the phone. They will also notice a new icon on their phone that's a simple gift box with a (1) listed on it. Clicking on it will inform them that they have a gift from an an unknown person. No amount of hacking or tearing apart of the phone will allow characters to figure out who it's from just yet. To redeem their gift, they can type in what they would like as a message. Should it be acceptable for this world, it will appear during the Dark Hour disguised as a shadow until YOUR character approaches it. If it's too physically large to appear where the character will see it first thing, they will receive an anonymous message telling them where they might locate this item. The regains post can be found HERE and must be mod-approved before your character can acquire it. Everyone currently in game as of March 21st will receive a gift.
Throughout the month up until the next Dark Hour will be various changes to Prospero. The first week will be the introduction of new blocks to the game which include a lot of higher-level monsters. These new spots are intended for characters who have been training for some time here in Prospero and will pose a challenge to most single combatants. Information will be provided to a revamped Shadow Compendium page. Expect a mod post detailing the changes and further information this week.
The second week will be the introduction of Social Links and the benefits they bestow upon those who choose to pursue Social Links with other characters. Social Links will not be moderated by mods as the benefits will not be game-shattering in any way. Look forward to a post about that sometime the upcoming week, as well as an addition to the FAQ including what each rank of each Arcana will do.
The third week will be details regarding the phone network and for those who have been investigating what makes it tick will finally have their results. There will be a section in the FAQ detailing how the starter phones work, how your character can change to one that better suits them, what makes them tick, and all the neat things you can do with them. Those that are pretty nifty with technology will find some fun things they may or may not wish to share with the rest of the characters in game. Naturally, there will be a mod post detailing the new information that week.

Plurk Q&A
otherwise that would be kind of unintuitive
yes, the application will guide them through this and tell them if their request is redeemable or not (so they can initially ask for something they never had, be denied, etc). there will be a section in the FAQ regarding the phone and it's applications coming up soon. in the mean time, characters can enjoy being confused over it.

it disappears. non-aggressive. just there to hide it.
like ryuunosuke could show up to garviel's regain and hack at it, but it'll just act like a shadow - he'll go through it etc. won't show up until garviel himself approaches it

The dark hour extends throughout the world (although I am in the process of answering that), so they can be regained anywhere
Additionally, you can 'store' regains should your character not trust it.

it's a persona reference. basically characters your dude has a closer bond to will benefit him better. they can recognize some kind of spiritual link, but not really understand it
